Homeland Center and Homeland at Home ~ Covid-19 Updates
Homeland — Homeland Center, Homeland Hospice, Homeland HomeCare, and Homeland HomeHealth — is actively monitoring the progression of the coronavirus (COVID-19) to ensure that we have the most accurate and latest information on the threat of the virus. As you know, this situation continues to develop on a daily basis. Our protocols are being adjusted as needed, and we will be sure to communicate any changes to you.
The health and well-being of our residents, patients, clients, and the staff that serve them is our highest priority. We appreciate your understanding and cooperation as we do our part to assist in combating the spread of the virus. Please check back for updates on this Covid-19 Resource Page.
At this time, we are offering in-person visitation with our residents in a way that ensures your loved one’s safety and is consistent with the federal and state regulations we must follow.

We currently Covid test our staff and residents in response to symptoms and exposures to Covid. As a result of testing since our last update, there were no positive tests associated to employees.
There were no positive test results for our Personal Care Residents and no positive test results in our Skilled Care units since our last update. Our actions in response to positive tests are based on a case-by-case assessment using guidance from CMS and the PA Department of Health. Implementation is always in the best interest of our Residents being the highest priority. Resident units are currently operating according to required guidelines.
Visitation, without scheduling or limitations on the hours for visiting, may occur in any area of the facility; however, we ask that visitors stay physically distanced from other residents while eating. When you arrive for a visit, you will be asked to follow our policies for good infection prevention practices which include performing hand hygiene and maintaining proper respiratory hygiene practices. Hand sanitizer and surgical masks will continue to be available at the entrance to the building. We encourage all visitors to use hand sanitizer upon arrival.
Visitors will be reminded of their responsibilities to help protect our Residents and other staff from exposure to Covid, or other illnesses. We ask that loved ones please refrain from visiting for 10 days following a positive Covid test or a Covid exposure. We also ask that loved ones refrain from visiting while they are experiencing any symptoms of infection including but not limited to vomiting, shortness of breath, runny nose, sneezing, and/or increased coughing. If you are experiencing allergy symptoms such as sneezing, coughing, and/or runny nose, we ask that you wear a surgical mask during your visit.
We appreciate the continued understanding from our Residents and Family members. There will be no further postings unless a Covid case is identified in a resident or staff member. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902.

November 13, 2020 We completed universal testing of all our residents and staff earlier this week. One resident in Personal Care had a positive test result and is in isolation. All other results were negative. With the increase of cases in the community, we are strengthening the expectation for our employees to follow all protocols for infection control and reduce the risk of exposure when not at work. While we began limited in-person visitation for our skilled care residents this week, we are now deferring plans for visits across all units with the exception of compassionate care and end-of-life situations until after Thanksgiving. This will provide time to evaluate the most appropriate actions to provide proper safety for our residents balanced with the importance of seeing loved ones in light of the dramatic increase in Covid-19 cases in Central Pennsylvania. Our goal remains keeping the virus out. We will perform rapid testing in particular cases, continue weekly lab testing, maintain the appropriate use of PPE and support the many efforts by our staff to provide high quality care for our residents. We appreciate the continued understanding from our Residents and Family members. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902. The next website update will be on or before November 20.
November 4, 2020 Another round of universal testing for Residents and Staff occurred this week. All Residents had negative test results. We had one employee test positive. The employee was, and continues to be, asymptomatic and is now in isolation. Homeland Center will apply return-to-work protocols for this employee as defined by PA Department of Health and CDC. Through contact tracing, limited potential exposure of Residents and staff was identified and appropriate notifications occurred. Our ongoing efforts of active surveillance through weekly testing along with mitigation efforts including appropriate use of PPE, infection control procedures, and improved air handling in the building continue. We are closely monitoring the increase in cases in Dauphin County along with guidance from CDC and PA Department of Health, and will take further actions as community spread may require us to do. We appreciate the continued support and consideration from our Residents and Family members. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902. The next website update will be on or before November 11.
October 28, 2020 Homeland Center has had three weeks without any positive Covid-19 test results among residents and staff. As a result we have transitioned skilled units to a new normal condition with a designated quarantine area for new admissions and re-admissions. Routine testing will continue as well as consistent use of PPE. Skilled care residents are now enjoying meals in our dining rooms and small group activities. These changes were implemented with appropriate precautions as we closely monitor the increase in cases in Dauphin County along with guidance from CDC and PA Department of Health. Planning continues for visitation options in early November. We appreciate the continued support and consideration from our residents and family members. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902. The next website update will be on or before November 4.
October 21, 2020
This week we are transitioning our skilled units back to more normal conditions since we’ve now had two weeks without a positive Covid–19 case among residents or staff. We have a designated section for temporary isolation for new admissions or residents returning from a hospitalization, a small area for potential new Covid-19 cases with the remainder of our skilled units considered ‘green.’ Personal Care is already considered ‘green.’
We will continue routine testing of all previously negative staff and residents as well as consistent use of personal protective equipment.
Planning is underway to re-introduce options for visitation, allow meals to be enjoyed in our dining rooms and expansion of small group activities for our Skilled residents. These changes will be implemented with continued precautions and an eye on the changing conditions with community spread in Dauphin County.
We appreciate the continued support and consideration from our residents and family members. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902.
The next website update will be on or before October 28.
October 14, 2020 This week’s test results are almost complete and those received are negative for the skilled care residents and staff who continue to be tested. We plan to maintain weekly testing through October for those who have been negative throughout. Personal Care residents are now enjoying meals in the dining room with plexiglass partitions, individual condiments and opportunity for conversation. Skilled Care residents will have similar opportunity in the upcoming weeks along with small group activities. We will be in touch with family members to begin planning for additional visiting options, balancing ongoing precautions with the importance of these actions for overall quality of life for our residents. We appreciate the continued support and consideration from our residents and family members. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902. The next website update will be on or before October 21.
October 8, 2020
We had no positive Skilled Care resident cases from the weekly testing conducted on October 5-6; currently a small number of employee tests remain outstanding with those received being negative. We will continue weekly testing for staff and previously negative Skilled Care residents. Personal Care residents are now on a monthly test cycle.
These results allow us to continue with plans to introduce safe options for small group activities, meals in our dining rooms and expanded visitation options this month. Personal Care introduced these changes this week and Skilled Care will follow later this month. The next update will be on or before Wednesday, October 14.
We appreciate the continued understanding and consideration from our residents, family members and others involved in the rapid positioning of our operations for the highest level of commitment to our residents. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902.
September 29, 2020 We continue weekly testing of all Residents and Staff. Based on recent results (declining positive cases and none in Personal Care for 4 weeks), we have begun planning to ease restrictions currently in place and prepare for residents to come together for meals, participate in small group activities and expand visitation options by the middle of October. Implementing the plans is dependent on our status of no positive test results among the residents and staff. As we develop those plans, be assured we are following appropriate guidelines for infection control, social distancing while acknowledging the importance of these actions for the well-being of our residents. We look forward to sharing more details as soon as the plans are firmed up with the test results of the most recent round of testing, performed on Monday and Tuesday of this week. The next update will be not later than Wednesday, October 7. We appreciate the continued understanding and consideration from our residents, family members and others involved in the rapid positioning of our operations for the highest level of commitment to our residents. If you have any questions, please contact Barry Ramper II, President/CEO at 717-221-7902.

Please contact Barry Ramper II, President/CEO (717-979-1748 or 717-221-7902) with any questions, as we will continue to keep you informed.
August 14, 2020 We received notification today that one part-time administrative (non-direct care) employee tested positive for Covid-19. The employee was, and continues to be, asymptomatic. The employee was instructed to quarantine and be tested based on potential exposure at a location other than Homeland Center. Resident family members will be contacted directly for any questions to be answered.
July 29, 2020 Homeland Center has not experienced any COVID-19 cases among its residents or any significant outbreak, and therefore happy to report the initiation of our Reopening Implementation Plan. Homeland’s reopening status is based upon several criteria, including: facility Covid status, testing capacity, staffing, access to personal protective equipment (PPE), and community case status. In the event the Governor moves Dauphin County into the Red Phase, Homeland Center will immediately move back to Phase I and close Homeland Center’s Campus to resident visitors, and non-essential personnel and vendors. Independent of the Governor’s reopening plan, Homeland Center reserves the authority to move back to Phase I and/or limit access to portions of Homeland Center as deemed necessary to maintain safety of staff and residents. Visitation hours will occur for 15 minute intervals between the hours of 10:00 a.m. and 4:00 p.m., Monday through Thursday. Visitation space is arranged such that a minimum of 6 feet is maintained between visitors and residents. To ensure fairness and equity associated to the scheduling process, Resident’s names will be randomly generated for scheduling. As the name is pulled, the Social Work and Activities departments will contact the Resident’s family members to schedule a visit. More details can be found on our Reopening Implementation Plan. Prior to coming to visit your loved one at Homeland Center, it is important you take the time to read our In-person Visitation Guidelines. We look forward to seeing you again!
